Welcome OxCyber: Oxfordshire and Thames Valley Cyber Cluster

February marked a month of new beginnings for the UK Cyber Cluster Collaboration (UKC3) community as not only did Cyber London join, but so did OxCyber! The establishment of regional cyber clusters plays a pivotal role in fostering innovation, collaboration, and the overall resilience of the digital ecosystem, so signing on OxCyber as well is a huge milestone in our journey to a secure digital future.

The Oxfordshire and Thames Valley region is renowned for its academic strength and advances in technological development due to its diverse network of industry professionals, SMEs, start-ups, and, of course, academic institutions.

Fostering Local Expertise and Collaboration

I established OxCyber with the aim of bringing people together, fostering local cyber expertise, and cultivating collaboration. By championing information security and nurturing partnerships, we’re building a community dedicated to shaping a secure digital future for all. We are proud to be part of the wider UKC3 network and look forward to representing our area with dedication and excellence

The establishment of a dedicated cyber cluster contributes to elevating the regional cyber ecosystem. It attracts attention, investment, and partnerships, positioning the Oxford and Thames Valley region as a focal point for cyber excellence. Being part of UKC3 connects OxCyber to a national network of cyber clusters. This interconnectedness is crucial in the face of cyber threats that often transcend regional boundaries. Collaborating with other clusters allows for the sharing of best practices, threat intelligence, and collaborative initiatives that benefit all.

UKC3 Reflects on the UK-Japan Memorandum of Cooperation

On Wednesday, 17th January, the UK and Japan agreed to a Memorandum of Cooperation to mature the two countries’ public-private partnerships in cyber.

This Memorandum is the culmination of many months of open and collaborative sessions between “one of our closes strategic partners” as Japan was described in the UK Government’s 2021 Integrated Review of Security, Defence, Development and Foreign Policy. Japan made it clear that they feel the same way in their new National Security Strategy, published in December 2022. 

In January 2023, the UK and Japan signed what has been called “the most important defence treaty between the two countries for over 100 years” and this quickly led to the ratification of the new Global Combat Air Programme to develop the next generation fighter aircraft between UK, Japan and Italy which will bring a decade of trade opportunities with it. 

The G7 Summit was held in Hiroshima in May 2023 and, alongside global discussions including cyber threats, the UK-Japan Hiroshima Accords were signed which incorporated collaborations on the development of cyber capability between the two countries. This paved the way for the launch of a new cyber cluster called Cyber Hiroshima as a branch of Cyber Wales, with launch ceremonies in both Hiroshima and Tokyo in September. Further cyber cooperation has followed, with the National Cyber Security Centre’s Cyber Essentials certification of Japanese companies and the launch of the UK NCSC CyberFirst Programme taking place in Japan the week after next.

An inaugural Capture the Flag (CTF) competition is being run, in both languages simultaneously, using the SudoCyber gamified accelerated learning platform developed by a Welsh cyber security company based in Powys. 

The event is being staged on the 8th of February by Cyber Hiroshima and Cyber Wales at the British Embassy and Ambassador’s Residence in Tokyo and John Davies MBE, Vice Chair of UK Cyber Cluster Collaboration (UKC3) and Co-founder of Cyber Wales, will be in Tokyo helping to marshal and judge the event. 

John Davies said “This historic chain of increasingly collaborative steps by our two countries has the global cyber security threat at its core, from National Cyber Security Strategies to the launch of Cyber Clusters which operate in partnership, we are engaged in top-to-bottom cyber cluster collaboration.  The opportunities for UK-based cyber security companies and practitioners are enormous and this UK-Japan Memorandum of Cooperation, which is “centred around collaboration across the public and private sector”, is the logical next step to encourage trade in cyber products and services moving forward”.

Here at UKC3, we believe it is key to pave the way for a secure digital future for all. UKC3 works with our cluster organisations in different ways connecting them with opportunities for best practice sharing, learning together, networking and collaborating on projects across the UK. This development not only benefits larger-scale operations, but smaller ones as well giving more opportunities to those in the sector. Further, we are proud to say that Cyber Wales, one of our founding clusters, has played an active role in furthering the UK-Japanese partnership.

UKC3 are proud partners of the UK Cyber 9/12 Strategy Challenge

UKC3 are a proud recurring partner of the UK Cyber 9/12 Strategy Challenge. This challenge aims to foster the next generation of cyber security professionals. In a fictional scenario, teams of four university students act as senior government advisors responding to an escalating cyber incident. During the two days of the competition, students are confronted with a challenging and evolving cyber security scenario. Based on the intelligence they are presented with, teams must provide a situation assessment & policy recommendations. 

The judging panels, that play the role of senior government decision-makers, consist of a range of cyber security experts across academia, industry and government. In the past, this has included incident management leads, policy advisers, and global CISOs. The competition is the only cross-discipline cyber security student competition of its kind in the UK. Through the competition, students have the opportunity to connect with future employers across the public & private sectors. They are supported by a plethora of organisations providing students with insight into the variety of roles available in cyber. 

UKC3 recognises the value of supporting this unique competition, as we work towards a shared goal of building a robust cyber security ecosystem across the UK, developing new ideas, initiatives, and the future generation of cyber professionals. Skills growth is one of UKC3’s key strategic pillars and continuing to partner with the UK Cyber 9/12 Strategy Challenge is a natural choice towards achieving this. 

John Davies MBE, Vice Chair and Director of UKC3, emphasises “The competition is extremely diverse, not just in gender but ethnic background, disadvantaged and neurodiverse. These are values we can all get around and wish that the entire industry approached the nurturing of talent in the same holistic way this competition does. The opportunity to compete in multidisciplinary teams is a reflection of the real world and we are delighted to be involved.”

Robert Black, Director of the UK Cyber 9/12 Strategy Challenge, explains “too often people focus on solely the technical aspects of a cyber incident. However, time and time again, industry & government recognise the need for cyber security leaders who are capable of: dealing with complex situations; skilled in critical analysis, teamwork, effective briefing and many other human-centric skills as well as technological understanding. Our initiative aims to encourage these skills in our student competitors, opening up cyber security to a broad community of university students across the UK, supporting them to explore their potential for a fascinating & exciting career in cyber. As well as meeting with and being inspired by those people currently in leading cyber roles.”

Robert goes on to say, “We rely on the support of sponsors, government champions & partner organisations to help us raise awareness of this initiative and empower students to become the cyber security leaders of the future. It’s fantastic to be working with such a great community of supporters.”

I participated in the UK Cyber 9/12 Strategy Challenge for three consecutive years as part of WickedCyber. My experience was immensely enjoyable and provided me with the opportunity to develop skills through scenarios that were not covered during my time at university.

The competition fuelled my interest in policy and strategy within cyberspace. Moreover, Cyber 9/12 opened doors to numerous incredible opportunities, greatly benefiting my early career in cybersecurity. It allowed me to network with professionals in the field and attend workshops that played a crucial role in developing the skills necessary for launching my career.

Our way of communicating and engaging with each other has dramatically changed in the last 20 years. From panicking and writing down someone’s number on a napkin, to “Do you have WhatsApp?” – communication has never been more readily accessible. 

But are we truly taking advantage of the technological gift? Are we carrying it across into how we work, engage with each other, and grow together as a community?

As the world of cyber expands, communication is an inevitable part of a secure digital future. We at UK Cyber Cluster Collaboration (UKC3) are proud that this is where the concept of cyber clusters comes into play. 

Cyber Clusters: The Catalysts of Cyber Security Innovation

Cyber clusters are regional networks of organisations, educational institutions, and government bodies dedicated to fostering collaboration and innovation within the cyber security domain. They serve as incubators for new ideas, a platform for sharing knowledge, and a safe haven for the next wave of cyber security experts. Clusters also bring together the collective intelligence of local communities to tackle evolving digital threats.

As October comes to a close, the cyber community reflects on the end of Cyber Security Awareness Month – a reminder of the need for secure cyber security practices and methods.

At UK Cyber Cluster Collaboration (UKC3), with the support from the Department for Science, Innovation, and Technology, we stand firmly in the realm of cyber security, committed to nurturing and connecting the network of cyber security clusters across the UK. This month, we’d like to reflect on the significance of cyber security and how UKC3’s strategy and efforts align with the goals of Cyber Security Awareness Month.

The Importance of Cyber Security

In a world where digital technologies permeate almost every facet of life, the importance of cyber security can’t be overstated. Our financial transactions, personal information, business operations, and even critical infrastructure systems rely on digital networks. As technology evolves, so do the tactics of cybercriminals. Reflecting on an Inspiring Week at the International Cyber Expo

Just one week ago, we were right in the midst of the International Cyber Expo, held in London. As we reflect on the incredible time we had, we want to express our heartfelt gratitude to all those who stopped by to visit our booth. Many great conversations were had from what is a cluster, to getting involved, to what exactly is a secure digital future?

In today’s digital age, the importance of cyber security cannot be overstated. It’s not just a choice; it’s an imperative, both for businesses and individuals. This importance led us to our new strategy, which was unveiled on the second day of the conference at the Global Cyber Summit Stage.

But our journey at the International Cyber Expo didn’t stop there. We also had the fantastic opportunity to visit the ScotlandIS pavilion and gave away two prizes at the UKC3 stand.

One of the highlights of the International Cyber Expo was the unveiling of our new strategy. It’s not just a document; it’s a roadmap to our shared digital future. 

Since our launch in 2021, UKC3, backed by UK Government funding, has been diligently pursuing its core objectives, which are closely aligned with the UK’s National Cyber Strategy. These objectives revolve around enhancing cyber skills, fostering innovation, and expanding the cyber ecosystem.

We have been working tirelessly to establish partnerships among industry, academia, and local government, ensuring that opportunities and expertise are accessible across various regions. Acknowledging the significance of the UK’s Levelling Up agenda, we recognise that connected communities are crucial for driving unique economic impacts, especially in the rapidly evolving field of digital technologies and cyber security.

With the ever-present global cyber threats and the swift advancements in AI-based technologies, the need for constant evolution is evident. UKC3, through our fifteen recognised clusters, is determined to add value and respond effectively to market demands within the cyber sector. Acting as a central access point to the nationwide cyber ecosystem, UKC3’s strategy will not only promote the UK’s cyber industry on the global stage but also provide a framework for achieving these ambitious goals.

Celebrating Innovation at ScotlandIS Pavilion

Our time at the ScotlandIS pavilion was nothing short of exhilarating. Supported by Scottish Enterprise, this platform allowed six innovative cyber companies to shine on the Tech Hub Stage. 

This experience gave businesses the opportunity to present themselves to the hundreds of attendees, organisations, and potential investors at the expo. ScotlandIS held a competition inviting local companies to showcase their innovation for a chance to be a part of their pavilion. 

A special congratulations to LastingAsset, SafeShark, HighGround, Cybernitics, Lupovis, and CyberShell Solutions Ltd. for their fantastic presentations. It’s clear that innovation is alive and thriving in the cyber world!
